Requirements:
Server side:
1. PHP
2. MySQL
3. RoR is a plus (a big one)
4. Frameworks, CMS, ready solutions (open source customization etc)
Client side:
1. HTML (DTD, tag’s semantics)
2. CSS
3. JavaScript (jQuery or alike) + Ajax
General programming:
1. Agile (Scrum)
2. ORM
3. IoC (lose coupling, dependency injection)
4. Continuous integration
5. SVN
6. Bug/issue tracking
7. ..other team tools.

2. Team management (3-5+ people)
3. Honest and responsible.
4. You must have a team or be able to quickly build it.
