A packaging line can be thought of as a chain of machines.
In any chain, the whole is only as strong as its weakest
link. In the case of a packaging line, the line is only as fast
as its slowest machine. This slowest machine will be the
"constraint" to total output. The theory of constraints (TOC),
first explained in Eliyahu Goldratt's classic book The Goal:
A Process of Ongoing Improvement, says that the way to
maximize throughput is to identify the constraint and keep
it running at its maximum throughput.
As an example, a line might consist of a filler, cap per, labeler,
d case packer. The filler, capper, and case packer can each
. .m 250 ppm. The labeler can run 240 ppm. The maximum
line throughput will be 240 ppm, and the constraint is the
labeler. There is no benefit to improving the performance
of the filler, capper, or case packer. None will improve
throughput.

If all four machines are closely linked, any one machine stopping will cause the others
to stop as well. Total downtime is not the downtime of any one machine, but it is
the product of all downtime. If each of the four machines has a 95% run rate (5%
downtime) the overall line run rate will be 95% X 95% X 95% X 95% or 81%. This is
19% downtime for the line as a whole.
Buffers, sometimes called "accumulation tables;' can be used to delink machines
so that stoppage of any one machine will not necessarily stop the other machines.
Buffers should have sufficient capacity to absorb normal stoppages. During major
stoppages, they will fill, and the upstream machine will be forced to stop.
